    Southwest Telehealth Resource Center’s region states among those highlighted for examples of best telehealth practices and strategies in 2024 CMS State Medicaid & CHIP Telehealth Toolkit

    The February 2024 Centers for Medicare and Medicaid Services (CMS) State Medicaid & CHIP Telehealth Toolkit provides guidance and best practices that states can reference as they work to “…improve access to telehealth for services covered under Medicaid and CHIP [Children's Health Insurance Program], as required by the Bipartisan Safer Communities Act (BSCA), 2022, Division A, Title I, Section 11002(a). In accordance with the BSCA, this toolkit provides information for states regarding:
    telehealth flexibilities under Medicaid and CHIP

    • billing best practices
    • strategies for telehealth in value-based care
    • best practices from states during the COVID-19 PHE
    • strategies to promote the delivery of accessible care via telehealth
    • strategies to promote culturally competent care via telehealth
    • strategies for communications, training, and resources for providers and beneficiaries
    • strategies for using telehealth in schools
    • information about telehealth platforms
    • and evaluation strategies to understand how telehealth affects quality, outcomes, and cost.”


    Twenty-five states, including Southwest Telehealth Resource Center’s (SWTRC) region states, Arizona, Colorado, and New Mexico were noted in the toolkit for a variety of telehealth best practices and strategies. 

    Arizona telehealth best practices and strategies included:

    • Paying for Covered Medicaid Services Delivered via Telehealth by Out-of-State Providers
    • Implementing Telehealth Policies to Promote Health Equity for Medicaid Beneficiaries, including Racial and Ethnic Groups and American Indian/Alaska Native individuals
    • Using Telehealth to Deliver Services to Individuals with Disabilities
    • Telehealth Qualitative Data Considerations
    • Telehealth Resources for Providers
    • Leveraging Partnerships for Provider Telehealth Trainings
    • Leveraging Partnerships to Support Beneficiary Telehealth Use


    Colorado telehealth best practices and strategies included:

    • Using Telehealth to Deliver Services to Individuals with Disabilities
    • Delivering School-Based Medicaid Services via Telehealth including Mental Health and SUD Services
    • Analyzing Services Provided via Telehealth
    • Standard Telehealth Coding
    • Telehealth Qualitative Data Considerations


    New Mexico telehealth best practices and strategies included:

    • Delivering School-Based Medicaid Services, Including Mental Health and SUD Services, via Telehealth
